First off, they cannot combine 2 different bills. The FDCPA states if you are paying one debt they cannot apply that payment to another.
§ 810. Multiple debts [15 USC 1692h]

If any consumer owes multiple debts and makes any single payment to any debt collector with respect to such debts, such debt collector may not apply such payment to any debt which is disputed by the consumer and, where applicable, shall apply such payment in accordance with the consumer's directions.
Call them up and tell them it is illegal to add it on to the other bill. You may use the above quote. Also, make sure you validate the old debt as it is very old and there is probably no way they can validate it. These are seperate debts and must be treated as so. I am not sure what state you are in also but chances are the SOL is up also.
