They then decided that since I had not made the special assessment payment in full, they would return my checks (although they accepted the first one which was a combined payment of regular dues and special assessment portion)which included payment for my normal dues.

Does this not apply to them, too? That is, that they should NOT bill for special assessment and regular dues together and if one is not paid, return payments for the other?
