Maybe yes. Maybe no. I live in California, where the truly weird stuff happens with $$.

But whether it's local government, state government, or federal government, CAMCO is milking the GOVERNMENT cash cow very vigorously.

My feeling when I read the first notice on this move last minth was: More like federal $$ filtered thru the state, if the DeKalb program is like the programs we have in California that get recommended to employers to encourage them to hire people and TRAIN them rather than just hire people with absolutely perfect qualifications.

Even the feds recognized that the welfare cutoffs were as much of a disaster as welfare itself.

So what happens is, states divert $$ to workfare programs and feds are supposed to be more kindly about coughing up $$ for the other programs. OR who knows maybe these days the feds ARE funding "workfare."

What I do know is that half my own salary was paid for 6 months when I finally found a job I wasn't independently contracted to perform back in 1991.

This was arranged by the now-defunct Mayor's Office for the Disabled in L.A. County and funded with existing programs.

So for $3 an hour out of pocket for 6 months, which was below minimum wage out of pocket, my boss got a chance to see what I could do for his company as well as myself.

He and the office manager were ready to hire any number of people like me through the Mayor's Office, but couldn't do it.

Those who could have handled the job would have lost the S.S.D. benefits they had become dependent on at the actual rate for a 40 hr week any time there was a 5-week schedule for payroll, or at least would have soon after they got a couple of raises.

Those who couldn't have handled the job never even showed up for interviews, is my guess.

Gosh these guys are sharp!
