If Citi still has the account, this guy may be in a toilet full of trouble. Have they sent anything in writing? Sounds to me like there's some fraud brewing here. If the guy calls again, demand something in writing "for my attorney to review before we file the lawsuit". I would also let Citi know about this - they might be very interested to hear what's going on "on their behalf".
