NEVER talk to a CA on the phone !! You have no proof of their violations. Threatening to place the account on your report "if not paid by a certain date" and "the resulting damage of being reported for 7 years" can be considered a violation (threat, intimidation, coercion of an average consumer). Also, if the letter states "call to make satisfactory payment arrangements" and they refuse ANY offer of payment arrangements, it might be construed as misleading and possibly fradulent. Did their letter have the mini-miranda? (Attempt to collect a debt, any info obtained....) If not, that's a violation. Also, they may Not engage in any conduct, the natural consequence of which, is to harrass, oppress or abuse ("how can people be so stupid").

I'd send a letter that reiterates the phone conversation. Then ask them to state In Writing that they Won't accept payment arrangements and that if they won't provide that in Writing, that you will continue to make payments directly to the Hospital. You might also demand that they provide an accounting of original balance, detailed history of All payments made, etc. and cease and desist until you've had time to review that information. Then I'd add that you've filed complaints with the BBB and FTC. (File the complaints!!)

This guy sounds like an idiot and should be treated accordingly. Good luck and stay strong !!
