Can Jaylin send a certified/rrr letter to the CA stating that paying the 50% is full and final settlement regarding this account and reference the CA and Cap One account #'s, and stipulating that the remainer of the debt cannot be sold for future collection and tell the CA she will forward payment upon an "authorized" representative signing and returning the letter?
