With the possesion of a ATM card, a person can access an ATM and deposite an empty envelope in the ATM while completing the transaction as depositing (lets say for example)$600.00 . This will then fool the ATM into thinking that you actualy made a legitimate deposit,thus usualy giving you a balance of lets say $150.00 to withdrawl. Any one that has ever used one does know that this is the case.So in effect you can take money that you dont have in there.So this is a concern when it comes to them deciding who they would rather not give a card to. If this is why they are refusing you a card... I dont know. And yes people sometimes do this to get a quik loan. The trick is to get the actual money into the ATM before they have a good reason to sick the feds on you.And yes im sure this is highly illegal and would result in the prosecution of the moron who would attempt it.
