I don't know the answer, but that is a very interesting question. If you could buy your own debts for 1-5 cents on the dollar (just like a collection agency). Sounds like something some type of charitable non-profit organization should be able to set up to assist people who are truly in a situation where they are unable to pay their debts. If they would pay the same amount for the debt, why would the original creditor care who purchases it? It would provide relief to the court system as well.
