Yes, they can and did resell the balance, the agreement to mark it as paid only meant that THEY were paid. They are required to do something with the balance.

Hopefully they sold it to a collection agency that archives the account and just sells the information, (the reason for the privacy release)

However, it may be a scavanger collection agency, so it is NOT a good idea to have your mother sign anything that would give them a sample of her signature.

How old is this debt? It may have gone past the time when it can be legally collected on.
