Is my fiance legally bond if she got a credit card at the age of 16

My fiance has had creditors calling her about a credit card that she got when she was 16 (1995) She made a payment in 1997 and never heard anything else she thought she had it paid off. Now we are getting calls about the debt from a third party company that bought it. I'm wondering if she is even legally responsible for the debt. and if not what do i tell the creditors
