CA Letter - Service Charge?

I received a letter from a CA stating that they have contacted me before regarding this debt. I do not recall getting anything from them before. The debt is from a written contract for a gym membership for $99 from 1998. The SOL is still in effect. This is reported on my credit record, by the same CA with the amount owing - $99. In this notice, they are adding a "service charge" of $39.80. Can they do this? Obviously, I don't have a copy of the agreement, but they already reported the amount due of $99, not $138.80. Thanks for your help.
