Need help with debt that isn't mine

I was recently turned down for a PLUS student loan because of a 90 day + overdue account reported by Equifax. The debt report is by Gulf States Collection for a charge by Pacific Bell, ~$130. I have never dealt with Pacific Bell and the debt is not mine. They (Gulf States)sent me a letter several months ago demanding payment. I responded with a request for more information. They sent back a letter thanking me for agreeing to pay the debt (I hadn't) and then a letter thanking me for payment (of course, I hadn't). I contacted Equifax and they said they would investigate the debt to see if it was really mine. What should I expect as a result of this "investigation"? Is this really an investigation? Won't Gulf States just say, "Yup, that's him!" Do I have any appeal rights if Equifax makes an erroneous finding? Thanks in advance for your help.
