CA never bonded in NJ

Does anyone know what types of laws are broken when an out-of-state collection agency attempts to pursue collection of a debt when they are not and have never been bonded in that state? Is this common for CA's? I am currently reviewing NJ State Statutes, would there be any Federal Laws broken? Any help greatly appreciated.
