I received a bill today that is outside the SOL

How do I proceed so that it doesn't get put on my report, it is only $20 and I would pay it, but it is h past the SOL. Also, I haven't been billed for this item in years (since right after it happened and told to wait until insurance paid) or even called...is our economy so bad that people are coming out of the woodwork? I respect this gentleman and would honestly like to call and tell him that the SOL have expired, but can he then put it on my credit? If so I would rather pay the debt, I did owe it, but I was unaware of it until recenty. Why do dr's wait so long? Finances are tight in our family with my having to be on chemo and having three children, so yes, every penny counts, but I do want to be honest. Is it honset to pay a bill I don't have to by law or to pay it anyway since their office manager has no sense of time. I live in NC and our statues on medical is 3 years from date of service and also 3 years for medical malpractice claims unless you are under 18. What do you think I shoud do. There is a fine imposed by billing after the SOL has expired is there not? Should I use that? Thanks for the info. I am trying to clean my credit after rough pregnancies and now chemo and I seem to have activated the scum to come after me. Any and all help will be appreciated.
