Certainly not WhyChat but, I think it's very probable. A lot of these spending bills are not getting done and neither Congress nor the White House is comfortable with these "Continuing Resolutions". And, MBNA is demanding their payoff! No guess on the odds of a last minute deal on the bk bill but, I'll be surprised if Congress doesn't return after the elections.
