Is this a violation of FDCPA

I just received a new phone number from someone who apparently owes ALOT of money to many different businesses. I have been very patient by calling these people back and telling them that the party they are trying to reach no longer has this number. Most have been understanding and have updated their records. One local department store, however, has a bunch of very THICKHEADED people working for them. They call me at LEAST twice a week, leaving messages and asking for "Joe Blow", the former owners of my phone number to call them.
I've spoken to every collections manager, supervisor, etc. and they all tell me the same thing "Oh, we'll not it on the account", or "we'll remove your number from the records". The calls still keep coming. Today, I had one caller explain to me "we keep the old numbers in the system and call them once a month (yeah right!) just in case the debtors get their phone turned back on." So I asked her "so you mean I have to put up with your calling and harrassing me once a week because you can't change your system?" She said, "well, yes."
Where do I turn now? Can I file harrassment charges? Or should I call my local phone company? I DON'T OWE THESE PEOPLE ANY MONEY! Are creditors allowed to call people repeatedly when they know the phone number is no longer a lead?
