PG&E Electric Bill - Minimum Payment???

hi,
My husband lived in an apartment in CA for 18 months and did not recieve one electric bill (assumed it was covered in his contract). Upon moving, PG&E sent an $1800 bill!!! They want $60/month. We cannot afford it, is there a minimum payment we can pay (say, $10??) and not be put in collections?? Please help. THANK YOU!!!!!!!!!!!!
