Don't mean to horn in on your advice,Linda, but if he sends even 10 cents he is admitting that he owes the money.

If he still has a copy of the lease he signed, he should check it. If not, he should just write, with copies to the Utility regulatory authority of the State where the "alleged" bill was incurred, stating that utility payments were included in his lease, and as proof, he was never billed during his entire time of residence and useage.
