Well, let me give a little "caveat" on all this.

If you have tax refunds direct deposited into a bank account , and you have a judgment lien in force, they CAN seize the $$ from your account as they are not exempted from garnishment.

But they cannot have $$ taken out from your refund by the IRS or State tax authorities.
