There is no doubt it violates FDCPA for the bill collector to have told your father about the debt. Ask your father to prepare a written summary of the phone call and exactly what he recalls the caller saying.

If your father has Caller ID and the call still appears, ask him to note the data for the call (date, time, and, if you're lucky, source number). If he can, have him photograph the Caller ID box. Even if your father didn't tape the call, maybe the bill collector did.

Whatever you do, don't let the bill collector know you don't have a tape (otherwise if they have one it could disappear). You could "hint" you have a tape: "Gee, I wish my father had taped the whole call."

Then go find a good consumer lawyer and go after 'em.
