Wage Earner Plan CONFUSSION

I READ THAT THIS HEARING HELD IN THE PART OF THE COURT THAT DEALS WITH BANKRUPTCY IT IS SOME KIND OF ARBITRATION AND IF THE CREDITORS DON'T SHOW UP THE DEBT IS REMOVED.
"Once you file under the Wage Earner Plan, you stop bill collectors, lawsuits, judgements, assignments, seized bank accounts, and other actions against you. And to top it off, your credit rating is, in many cases, improved because you made an honest effort to work with the lending firms."
(BUT WITH THE INTERNET) I ALSO READ THAT THIS IS A PART OF CHAPTER 13 AND TO NEVER FILE FOR THAT BECUASE OF THE LONG TERM DAMAGE!
CAN ANY ONE EXPLAIN THE WAGE ERNER (LAW 1938)
