NCO Validation/Dispute

Today I sent off CRRR a V/D letter to the NCO beast. I understand that some of us here have had some difficulty with them because they sometimes refuse to sign for the letter. Two questions on this:

If they refuse to sign and the letter is returned to me , assuming they will file suit later, should the refused letter and the "green card" is used as evidence to the judge that they refused to validate the debt?

If they do sign for it, the acount is now disputed, does the SOL change because the account is in dispute? Theoretically, the account could be in dispute until the Apocalypse, correct?
