Yes, I know of a couple of people who, after paying off an old AmEx debt, received another card from AmEx. I don't know all the details. The AmEx debts were very old - no longer on their credit reports, and past the SOL. At that point, when AmEx gave them another account, the individuals had stable jobs and high incomes. AmEx did not make the offer, the individual asked for it.

To my knowledge, AmEx does not initiate these kinds of offers.
