Starting to get it... (maybe)

I have posted earlier about NCO and their purhase of a Citibank charge-off account that first became late ( and never caught up) in May 1998. I am in VA. NCO has PURCHASED this account from Citibank and has sent me 2 dunning notices for approx. $3,900 plus $1,500 fees, interest, blah blah blah. I sent NCO a validation/dispute letter yesterday CRRR requesting a CONTRACT with MY SIGNATURE on it obligating me to pay NCO. Is this correct: if NCO has PURCHASED the acct. from Citibank (which is plainly noted on the dunning notice and the accompanying "privacy notice", then NCO MUST produce the SIGNED CONTRACT. Otherwise, the account with NCO is not validated and must be deleted from the CRA reports.

BTW, Citibank has NO record of any account under my name or SSN.
