Insane at First Premier Bank??

Okay, as I stated earlier, I have four credit cards that were charged off recently. To get a free credit report, I applied online for a credit card, expecting to get turned down. To my sheer amazement a card arrived in the mail today from First Premier Bank! It has a $350 max, but with an initial $178 taken out for set-up fees, program fees, etc. So, are they insane or what is going on here?? I am also getting phone messages from a gal who just uses her first name, says that it is urgent I phone her at 'the office' today by 9pm, and that it is crucial that I call her back (800 number). She has left this message like three times in the past two days, and only calls me by my first name like we are buddies or something. I am getting a little worried, because I finally got some mail from a collection agency offering a one time payoff on one of the Capital One cards. February is looking really far away!! Anyway to get a cheap bankruptcy?? I live in Nebraska, btw.
