medical bills open accounts?

I didn't realize medical bills were open accounts. I have not been able to find anything in the state statutes that defines them as such. Is this something that is more widely known than credit card debts? If not, can someone point me in the right direction for a statute to quote to the CA? I checked WhyChat's site but had some problems with the legalese...
