OK- I spent some time digging in Pa. motor vehicle title laws. Here is what I found.
IF the original purchase was more than 6 years ago, OR if the lien was never "perfected" (recorded) it MAY be possible for you to apply for a title and get the car sold.Is it worth anything? Is it driveable?

As to the collecton agency who has been given your account,send them a cease and desist. Your original contract, do you have it?

Also, check out the title from the vin #, you can do it on line,costs $8.00. That way you can tell if the original transaction was legal, if the seller HAD the title to transfer to you or if it was a stolen or totalled car to begin with.
