Oregon has a 6 year statute of limitation.
If you have sent cease and desist to collection agencies, they have likely returned the accounts to the original creditors and are preparing to file suit against you, as that is all they can legally do.
If you enter into any "CCC" program -you cannot do it for only one creditor, the only reasonable thing to do is file ch 13- or ch 7 if you qualify for it.
