Cap.One & First Res. are the same legal entity, First.Res is th collection department of Cap.One, they transfer "ownership" back and forth as need be.

The only SOL that can be used is either where YOU live, or where YOU lived when the account was taken out. The State of the creditor's incorporation has no bearing.
