Yep it is true. If you pay your dues then you get a clean report. If you do not you are screwed. I have seen unsatisfactory reports on companies that just had 1 single complaint. You know camco has had a ton. Hell, I have written to the BBB about them and my complaint never registered. Until enough people complain to the FTC they will continue to abuse people.
