Written notice after phone call?

Does a CA have to send written communication after they call you? My State's (SC) consumer affairs website states: "Within five days after you are first contacted, the collector must send you a written notice telling you the money you owe; the name of the creditor to whom you owe the money; and what action to take if you believe you do not owe the money." I don't know if this a State or Federal regulation, and there is no code section to quote. I'm asking because I was contacted by phone by Academy Collections regarding a Citibank cc about 2 weeks ago. I want to send validation request, but don't have any info... account #, amount, etc. They have not sent any written communication. Thanks.
