They're full of crap and lying, of course. They put it ON your report, they have the power to take it OFF. You might try negotiating instead for a 'paid as agreed' rating if you pay the charge-off, but you MUST get it in writing and you must make sure that no collection agency has the account and cannot add it back on.

There are sample letters here, at www.creditinfocenter.com and at www.creditnet.com which you can use to accomplish this. Doing it over the phone isn't going to get you anywhere, they will conveniently 'forget' about any verbal 'agreements'.
