Called to settle a year old Chargeoff Account - Terriffied experience

I have a charge off a year old, trying to settle because I want to move on with my life. They claim I now owe $14000, my CC limited is $9500, all those fees are worth $5000 1st time I called last week to CA will settle for $8500, I only have half of that so I didn't promise them.
Today I call and did come up with a bit more money and they transfer me to different Dept of people, these people are much meaner (all male) and (well trained) and said they now only could do $9700 in settlement now, old offer is over. This is a joke. I try to be reasonable with them and they said next time I call it will be more. I hang up and call back and this time another rep said $9800 to settled. Just terriffied, there is nothing I can do and I am going to file BK soon .... These people just driving me over to the cliff. Any advice? Just file BK? Ignore this horrible people? or Send a written letter and offer to settle?
