Will marks on my Credit report erase after 7 years?

Due to hardtimes in my life back in 1997 I defaulted on all my credit cards bills. I read that after 7 years all the bad marks against my credit history will be romoved. I'm wondering if that is true... And if it is, what date does the 7 years start?

I'm not sure what the laws are in California regarding this...is there any webpage that explains this is detail, please direct me to it. I would like to get my credit rating back to where it once was before 1997.
