It is true that collection agencies do have to follow the FDCPA. You can request that they stop calling you and you can send a letter requesting them not to contact you further. However, if you really intend to pay this debt (i'm not sure if it is a secured debt or unsecured) you don't have to work with the rude guy. Past experience has shown that if you tell them you are willing to work something out but you are only willing to speak to the Director or Vice President of Default Servicing or Collections, etc. Then you will usually get a much better deal with less aggrevation. If they don't want to let you speak with a decision maker then you can tell them to stop contacting you, they can speak to your lawyer, and you will be sending a letter, etc. Go to the top! Those are the guys and gals you want to talk to, not the collector!
