who has my debt? confused

OC is Capitolone. Two months ago recieved a letter from a CA stating that they are now in charge of the debt. I sent for validation, 30 days and didn't get one. Have recently sent out a second letter(estoppel) .I don't think they even got the letter yet as it's only been a couple of days. Yesterday, a debt recovery specialist(??) called re the Cap one acct. My husband answered and they asked if he'd like to settle for 50% of the debt, he said no and hung up. Can't tell you much about that call, but we did recieve a letter today from Capi Ones debt recovery. I'm confused on who is handling this debt. Is it Capitolone or the CA that wrote us a couple of months ago? Does anyone have any insight as to what is going on please help. Also what I should do next?
