How to handle charged-off Cap One account

All 3 of my bureau reports list an old Capitol One account I had about 3 years ago that was charged off. On each the charge-off date is listed as 12/98.

A few days ago I got one of those nice letters from Cap One inviting me to call and make arrangements to pay them. I figured I would take them up on it and gave them a call. When I gave my account number though they indicated that the account with with OSI and gave me a number to call them at.

Now OSI has not listed my account as thiers on any of my reports. My question is since Cap One turned my account over to a collector should I just dispute the Cap One trade line and deal with OSI?

I'm concerned that if I call OSI and try to make an arrangement with them that they have no way to remove a trade line controled by Cap One.

If anyone has some information on how to start with this I would really appreciate it. And since the question always seems to come up, I was living in AZ at the time of the charge off: 12/98. Thanks in advance!
