Tax lien

I have two tax lien showing on my credit report. I went to the clerks office this morning to find out more about them. It’s the same lien, for the same tax period. The clerks office doesn’t even have the second one listed in their books. It’s the same lien but different amount showing penalties and collection amount added. Can this actually be listed twice? Shouldn’t they have just updated the original one? Also, how do I know if it a lien on property and if so what property? I am in Georgia. Thanks
