How to delete inquiries

I'm trying to do something with my credit and I don't know many things...If there's a CA inquiry for collection purpose dated 11-13-01, (in 1 report only)and I don't have any collection acc. with these people, can this be disputed with the bureau? Based on the inexisting relation with the CA? or should I contact the CA?
The other question is how do I confirm the "intention" any person has when the report is given to them, as said in Permissible Purposes of CR: "intends to use the information in connection with credit transaction..." Does this mean they would have to establish communication with me, after receiving my report? I want to know how to get deletion of the "credit transaction" ones which I didn't initiate... Thanks a lot!
