Find out if the purchase was made on the internet, in which case someone would need to know your CC number and billing address to get authorization (which doesn't require a signature). Do you know the family member? If it was your kids your out of luck, I think. If it was an adult you'll probably need to file theft charges against them and then tell your CC issuer that you were the victim of a stolen card or fraud.
