If it's SCAMCO or one of its clones, it is HOPING that you would be foolish enough to fall for their pitch. Personally, I don't think CAs ever lose any hope of collecting something. They are ALWAYS hoping that someone will just fork over the cash. Remember, that is how they stay in business.
