YOU make the settlement offer first and start the negotiations. If you ASK them, they'll ask for a LOT more, but they might very well settle for far less. Draw up a WRITTEN offer, send it certified mail. The lawyer will most likely decline your first offer, so start low enough that you have some room. You might try starting at 40%.. depending on how old the judgment is and your current assets, they may take it.. who knows but you have to start somewhere. If they accept, make sure its in writing, with signatures. Make sure you get it in writing that the judgement is 100% satisfied and that it will be vacated. You can try to get them to delete the entry on your credit report too.. can't hurt. Paid judgments on your CR are still a bad thing.
