It means he's had a judgment filed against him and that it was paid in full (satisfied) 9/98.
Question becomes, if the judgment was satisfied, then why is he being hounded for what appears to be the same debt now ??? The SOL in WV is 6 years for open-ended accounts and written contracts. That means it won't expire until 2003 :(
