You give them 30 days to validate, but there's no law that actually ties a CA to that limit. When did you mail your D.V letter ? If you haven't gotten the green card back, you might want to check with the USPS and find out what happened to it, if it was delivered or refused. You can do this on line, you just need the number off the receipt you got when you mailed it.

The ONLY way to make them stop calling you is to do it in writing. These slimey CA's will conveniently 'forget' that you told them not to call you at work. You'll have to send a C&D letter that tells them to ONLY contact you via the mail, NOT by telephone either at home or at work.

Find out what happened to the certified letter. You may have to send another one, but put something like 'attention- payment dept' on it, they may be fooled into taking it that way.
