The most likely scenario is wage garnishment for something like this. Asking for a huge lump sum is utterly absurd, but typcial of CA's.. doesn't matter what they're collecting for.

Send them a certified letter and offer a monthly payment amount. They probably won't accept it, but I don't know if the automatic stay goes into effect on CS issues.. but it may. If the stay DOES apply, then you send your letter, get your BK filed, and then worry about what'll happen after your discharge and the stay is lifted. It may take some negotiation and you may lose at it, they'll probably sue and go for a judgement.
