1099 A "Why Chat"

A collector told me i needed to fill out a 1099 A form because i owe a debt in the amount of 345.00 to beneficial which they say they purchased. they also threatend to garnish my wages, i live in florida and the sol is only close to 3yrs old. this collector told me that if i live in a secured state they suggest the form if not than its wage garnishment. what the heck is he talking about? the 1099 C form is for unreported income which i thought is sent to the irs from the creditor after a difference of settlement amount. over 600.00 can you try to decifer this collector.
