How long does a business have to run a transaction

Here is my story. I purchased a parking pass from my university back in July/02 with my credit card. I didn't think anything of it. Now in November they charge my card, and send me an email AFTER they have charged me that some of the passes were not charged to credit card accounts until Nov 4. Is this legal? I had heard that after 90 days of the point of sale a business had no right to charge you for a service or product. Is this true? I find it extrememly rude that they charge my card, and THEN decide to email me like 5 days later. Not to mention they're 90 days late on their charging my card. Is this legal or not? Do I have to pay?
