Deceased Father's Credit Card

My father passed away in 1989. Recently, my mother recieved a credit card in his name in the mail. She says she did not fill out an application to request this card. The letter with the card is claiming that this card is a "replacement" card. My father did have an account with them, but my mother has not used it in years, but can't recall ever closing it. My question is can she still use this card as an authorized user?
