It most certainly illegal for them to re-age the debt per the FCRA (Fair Credit Reporting Act) !!!

Find out what happened with your C&D letter. You can go to the USPS site and enter the number from your Certifed receipt and it will tell you what that status is. If it shows refused, well you know why you haven't gotten the green card back. If it shows 'delivered' then that means they got it and their latest letter offering a settlement is a 'collection action' and is yet another violation of the FDCPA !!

Since this is WAY beyond the SOL, send them a C&D letter, use WhyChat's for SOL debts. I'd also file a complaint with your state attorney general's office for them trying to collect on an out-of-statute debt. Also file a complain with the FTC. I'd also follow up with an intent to sue letter for the illegal re-aging of the debt. Since you can get them on $1000 for EACH violation of the FCRA, you can nail 'em for quite a bit. You can also get them for defamation and damages since the re-aging of this dinosaur debt is harming your credit.
