I can tell you from my experience - Cap One did not close my account when I told them to. I called and asked them why the account was still showing as open, and why I could still access the card account on their site. It was supposed to have been closed. They told me they set it to close when it reaches a zero balance, and then it really doesn't close for several months - in case additional charges come in.

They would never have told me if I hadn't kept calling. Finally, I started threatening them, and they really closed it. They leave it open and hope you use it again.
